October 2007 GENERAL INFORMATION
WELCOME TO THE LAKE! This packet will help acquaint you with
the Belleau Lake Property Owners Association, Inc (BLPOA) and the area in
general. BLPOA has about 320 members.
Our objective is to maintain and improve the quality of life on and
around Belleau Lake.
The Association has two membership meetings a year. You will
receive a “Call to Meeting” in the mail about two weeks before each meeting.
The “spring meeting” takes place on, or near, Memorial Day weekend. It is to
update the members on what has occurred over the winter and to plan summer
activities. The “fall meeting” takes place on, or near, the Labor Day
weekend. At this meeting we review what has been accomplished over the
summer, establish budgets for the following year and conduct elections for
Officers and Directors. Each Officer and Director serves a 2-year term. Our
by-laws require that, in so far as possible, the Directors are to be
representative of the various areas of the Lake.
The membership of the BLPOA is very much a part of the
projects and activities. It is the membership who supports the lake with
their time and money. The annual fees are $285.00 for a dwelling and $155.00
for a vacant lot, these amounts include money for dues, road, lake, milfoil
and dam maintenance. Properties that are not accessed from Association
maintained roads are not billed for road costs, their bill is $85. Bills are
sent in October and are payable January 1st
The Association has an e-mail list it uses to provide
information to interested members. Items such as the lowering of the Lake in
October and the treatment dates for milfoil control are examples of
information you can receive. If you would like to be included, send your

Belleau Lake has approximately 7 miles of private roads and
rights of way, most of them owned and maintained by the BLPOA. (Fisher Road
is not maintained by the BLPOA). The speed limit on all our roads is 15
miles per hour, which includes off road recreational vehicles. WE BEG YOU
NOT TO SPEED. The more abusive
we are to the roads, the more it will cost all of us to maintain them. The
Wakefield police department patrols all our roads. If you observe reckless
driving, contact them at 522-3232.
All ATV’s must be licensed and all operators must be
residents or have written permission to be traveling on the private roads of
Belleau Lake. All State rules and regulations are to be followed.
RSA 466.31 requires dogs be under their owner’s control when they are off their owner’s property. Any animal related complaints should be directed to the Wakefield animal control officer, Henry Blanton, at 473-2826.
Belleau Lake is a 209-acre man-made lake with a manually
operated dam. The lake is approximately 18 feet at its deepest point, and
there are many underwater hazards. Large boats and large motors are NOT
RECOMMENDED.
Jet Ski’s, designed to carry less than three people, are
banned on Belleau Lake by the State of New Hampshire.
The State of New Hampshire Marine Patrol enforces boating
laws. Violations should be reported to them (877 642-9700). Our website,

“safe boating” courses. Beginning with the 2008 season, all operators of
boats with a 25HP or larger motor must have a safe boating certificate.
The water level in the Lake is lowered each year in mid
October and raised in April.
Summer levels are reached in mid May. The Belleau Lake Dam
Association, Inc. owns and operates the dam.
The Association owns and maintains several recreational
parcels including 155 acres of “open space” land and 6 common beaches. The
“open space” area is located off North Desmond Dr. and Village Valley Dr.
The beaches are: Beverly Hills Drive Beach, Fire Plug Beach, Emerald Point
Beach, Gold Coast Beach, South Dorr Beach, and Vachon Beach. In addition,
the Association owns a small park and boat launch near the south end of
Belleau Blvd. These facilities are available to members. All beaches are
operated on a “what you carry in, you carry out” basis. Please be
considerate of your neighbors by keeping these areas clean.
Our lake has a Milfoil problem like many other lakes around
us. In recent years this situation has been managed by annual herbicide
treatments. If you use your boat in another lake, wash and inspect it
thoroughly before returning it to our Lake. The boat launch is gated because
of the potential for the introduction of additional milfoil. Keys, which are
available to members in good standing, can be borrowed from any Director. A

. If you take your boat in and out on a regular basis, you may find it more
convenient to obtain a seasonal key by paying a $10 deposit. Contact Gordon
Rhyner at 522-3411 during the boating season.
During construction, the property owner is responsible for
promptly correcting damage done to the roads by heavy equipment. Driveway
(curb cut) permit applications are required. They may be obtained from the
road agent, Jim Powierza, at 522-9297. The Town code enforcement office will
request a copy of the approved driveway permit, before issuing a building
permit.
The Town of Wakefield Zoning Ordinance, State of New
Hampshire wetlands statutes and various deed restrictions limit what can be
done on property at Belleau Lake. These should be carefully reviewed before
changes are undertaken. Our website
